Memo
ZILLAH C 6. ASSOCIATES
IAUt NMI
TO: Joel Hanson, Little Canada City Administrator
Honorable Mayor and City Council Members
FROM: Lee Elfering, City Engineer
DATE: April 4, 2014
RE: City of Little Canada ! City of Maplewood
Arkwright Sunrise Area Project
Recommendation to Authorize Award of Project
The City of Maplewood advertised and bids were received on Friday, March 14, 2014 for
the above referenced project. As you are aware the project involved the reconstruction
of the streets in the Arkwright Sunrise area, including McMenemy Street, along with the
replacement of the old watermain. The tabulation of the bids based on the Base Bid is
shown below.
BID SUMMARY
Contractor
Total Bid
Palda & Sons, Inc.
$4,082,463.64
Arnt Construction Co., Inc.
$4,175,980.44
Redstone Construction Co.
$4,234,086.93
T.A. Schifsky & Sons, Inc.
$4,286,988.08
Park Construction Company
$4,768,685.70
Forest Lake Contracting, Inc.
$4,776,325.05
Schafer Contracting Co., Inc.
$4,904,005.64
The McMenemy Street portion of the project contains the only costs that the City of Little
Canada has any responsibility for and in general the costs for that work are split 50/50
with Maplewood. The last Engineer's estimate provided by Maplewood for Little
Canada's share of the project costs was $243,000.00. Based on the low bid submitted
by Palda & Sons, Inc. the estimated Little Canada Costs are approximately $250,000.00.
As you are all aware the assessment hearing for the project has already been held and
the assessment amounts approved. However, the residents were assessed at the
capped front footage rate and therefore the assessment costs would not have changed
due to a slightly higher bid price.
Based on the bids received Palda & Sons, Inc. was the low bidder for the project and the
Maplewood City Council has approved awarding the project to Palda & Sons. As
McMenemy Street is jointly owned between Maplewood and Little Canada we must also
authorize award of the project. Palda & Sons have successfully completed previous
work in Little Canada and we would consider them a responsive and responsible bidder,
based on the bids received we would recommend the City Council authorize award of
the project to Palda & Sons, If you have any questions please call me at (763) 780 -0450
extension 3.
10062 Flanders Court NE — Blaine, MN 55449 — Ph: (763) 780 -0450 Fax (763) 780 -0452
Z:\PROJ \120167E - McMenemy (Maplewood»Memo.040414 -CC (Project Award).00e
