MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />APRIL 10, 2014 <br />Pursuant to due call and notice thereof a regular meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 10th day of <br />April, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Chair Tom Fischer called the meeting to order at 7:30 p.m. and the <br />following members of the Planning Commission were present at roll call: <br />PLANNING COMMISSION: <br />Mr. Tom Fischer <br />Mr. Scott Barraclough <br />Mr. Tom Duray <br />Ms. Jennifer Maleitzke <br />Ms. Heidi Murphy <br />A13SEN : Mr. Steve Ledin <br />Mr. Nick Schwalbach <br />ALSO PRESENT: <br />Mr. Steve Grittman, City Planner <br />Mr. Kevin Helander, Cable TV <br />Ms. Kathy Glanzer, City Clerk <br />MINUTES The March 13, 2014 Planning Commission meeting minutes were <br />approved as submitted. <br />REZONING The City Planner reported that Kageh and Kaojia Vang have made <br />FROM R -1 application to Rezone the property at 29 Demont Street from Single - <br />TO R -2 — Family Residential (R -1) to Medium Density Residential (R -2) to allow <br />29 DEMONT the use of the existing structure as a duplex. The Planner indicated that <br />STREET — the home was originally constructed in the 1950's and it was in the late <br />VANG 1970's that the City adopted an ordinance that allowed a limited number <br />of duplexes in the R -I District, one duplex per every ten single- family <br />home. During that period of time there were some single- family homes <br />that were remodeled into duplexes. The Planner reported that then in the <br />early 1980's the Code was amended eliminating the one -in -ten allowance <br />resulting in only allowing single - family homes in the R -1 District. The <br />Planner reported that at that time, duplexes in the R -1 District became <br />legally non- conforming uses which allowed the duplex use to continue as <br />long as it did not cease for a period of 12 months or more.
