MINUTES OF THE REGULAR MEETING PLANNING COMMISSION LITTLE CANADA, MINNESOTA APRIL 10, 2014 Pursuant to due call and notice thereof a regular meeting of the Planning Commission of Little Canada, Minnesota was held on the 10th day of April, 2014 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Chair Tom Fischer called the meeting to order at 7:30 p.m. and the following members of the Planning Commission were present at roll call: PLANNING COMMISSION: Mr. Tom Fischer Mr. Scott Barraclough Mr. Tom Duray Ms. Jennifer Maleitzke Ms. Heidi Murphy A13SEN : Mr. Steve Ledin Mr. Nick Schwalbach ALSO PRESENT: Mr. Steve Grittman, City Planner Mr. Kevin Helander, Cable TV Ms. Kathy Glanzer, City Clerk MINUTES The March 13, 2014 Planning Commission meeting minutes were approved as submitted. REZONING The City Planner reported that Kageh and Kaojia Vang have made FROM R -1 application to Rezone the property at 29 Demont Street from Single - TO R -2 — Family Residential (R -1) to Medium Density Residential (R -2) to allow 29 DEMONT the use of the existing structure as a duplex. The Planner indicated that STREET — the home was originally constructed in the 1950's and it was in the late VANG 1970's that the City adopted an ordinance that allowed a limited number of duplexes in the R -I District, one duplex per every ten single- family home. During that period of time there were some single- family homes that were remodeled into duplexes. The Planner reported that then in the early 1980's the Code was amended eliminating the one -in -ten allowance resulting in only allowing single - family homes in the R -1 District. The Planner reported that at that time, duplexes in the R -1 District became legally non- conforming uses which allowed the duplex use to continue as long as it did not cease for a period of 12 months or more.
