Hanson
Staff obtained quotations for the abatement of asbestos and other regulated materials at 2858 Centerville
Road. The tabulation of the quotations is attached. Based on these results, staff is recommending we
award for abatement work to ECCO Midwest. We do not recommend the award of alternate #2. That
work will be awarded to Retrofit Recycling at a price of $5,500.
You will note that there are three major variables with the abatement work. The first is the lineal
footage of roof seam on Building One. Staff estimated about 240 lineal of removal. That price is shown
as `Est of Roof" colmn.
The next variable is the vermiculite in one of the walls. Under state law, this would not have to be
treated as hazardous material. I- Iowever, in discussing this with Ramsey County Environmental Health,
we are preparing to do so. We have arranged with ECCO Midwest that they will coordinate with the
demolition contractor to have two people on site to line containers, wet materials, do ground clean -up,
and handle disposal manifests for a cost of $1,200 to $1,400.
The third variable is the waterproofing materials along the foundation. Legend Environmental was
unable to test that. We will try to get them back to do so ASAP. I- Iowever, if there is regulated material,
it will need to be handled much like the vermiculite issue.
Based on this information and the prices submitted, staff recommends we award this work to ECCO
Midwest for all base bid items. We further recommend that Retrofit Recycle be awarded the work for
disposal of regulated materials as defined in the Legend Environmental Services report.
cc: Troy Corbett, JSC
Abatement Contractors
