515 Little Canada Road, Little Canada, MN 55117 -'1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.1ittic- canada.mn. us
MEMORANDUM
TO: Mayor Blesener & Members of City Council
FROM: Bill Dircks, Public Works Superintendent
DATE: May 8, 2014
RE: inflow and Infiltration Issues
MAYOR
Bill Blesener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Bass
ADMINISTRATOR
Joel R. Hanson
Starting in the evening of April 26, the City received over 5 inches of rainfall over a three
day period. This rain fell on ground that was already super - saturated from the snow melt
and in some areas there was still frost in the ground preventing the water from infiltrating
deep into the ground. "Those conditions caused some minor flooding issues throughout
the City, but the public works staff was able to handle most of them by Wednesday, April
30.
However, Carla Lane had major groundwater issues that caused the Keller Lift Station to
be overtaxed and unable to stay ahead of the combined sanitary and storm sewer flows
corning into it. City maintenance staff had to use the Vactor and pump down the wet well
every four -to -six hours for the first four days and then a little less frequently through
Sunday, May 4. In all, staff pumped out 34 loads. Each load is estimated to be 2000
gallons. I would like to take this opportunity to thank the public works staff for all of the
extra hours they worked to keep the sewer operating in the Carla neighborhood along
with all of the other issues they had to deal with.
The groundwater inflow has settled down now and the lift station pumps are able to keep
up on their own but some issues were discovered that should be addressed.
o The lift station wet well needs to be re -sized and there is a project for that work
budgeted for 2014.
o The 2500' of force main that conveys the sewage to County Road 82 is old 4"east
iron pipe that has become corroded and is not able to carry as much sewage as it
used to. There is a projected budgeted in 2014 for the replacement of the force
main as well.
