5.0 Crossing Analysis and Alternatives <br />There are six at -grade crossings within the City. The FRA rules require that a multiple <br />crossing quiet zone must be on the same corridor and have similar characteristics to be <br />combined into a quiet zone. <br />The following is a detailed look at the improvements needed for each crossing. <br />5.1 Woodlyn Avenue (DOT # 689015V, RR MP 13.11) <br />Woodlyn Avenue is a two lane dead end roadway that serves a light industrial area. There is <br />heavy development in three quadrants of the crossing. The existing warning devices at the <br />crossing are crossbucks and stop signs. There are multiple driveways, parking areas and <br />access points near the crossing. The ADT is estimated at 380, with a large percentage of <br />trucks. <br />The City is looking at redevelopment in the area east of the track between Woodlyn Avenue <br />and South Owasso Blvd. This may offer an opportunity of close the Woodlyn crossing or <br />modify the approaches. <br />Railroad signals with gates would need to be installed to provide the minimum level of <br />warning devices at the crossing. Because of the geometries of the roadway additional safety <br />measures would be necessary to provide a safe quiet zone crossing. <br />Installing raised medians would require the realignment of the roadway on the east side and <br />the closure of several access points. This would require more discussion with the local <br />businesses to provide appropriate access. <br />Four quadrant gates or stationary horns could be installed within minimal disruption to the <br />roadway users. This crossing may be an appropriate use for stationary horns but would still <br />require new railroad signals with gates. <br />The proposed improvements are: <br />• Install new railroad signals with gates; <br />• Add NO TRAIN HORN" signs to the existing advance warning signs; <br />• Install center medians and reconfigure the parking lot and driveway access points. <br />The estimated cost is estimated to be between $275,000 and $350,000. The signal <br />improvements costs included in the range above is between $225,000 and $250,000. <br />5.2 South Owasso Boulevard (DOT # 689016C, RR MP 13.33) <br />South Owasso Boulevard is a two lane roadway. The existing warning devices are flashing <br />light signals (no gates). There is development in all four quadrants. The northeast quadrant is <br />expected to be redeveloped. <br />The signals would need to be upgraded (or replaced) with a new railroad signal with gates to <br />meet the minimum compliance with the quiet zone rules. <br />The risk index levels are low enough that no supplemental safety measures would be <br />required but partial medians would be suggested. <br />The proposed improvements are: <br />• Install new railroad signals with gates; <br />Railroad Quiet Zone Report <br />City of tittle Canada <br />12 <br />LITTC 126672 <br />Page 7 <br />
