Canadian Pacific is committed to being a good <br />neighbor In the communities in which we operate. <br />Your community has raised valid concerns about the impact of CP's operations, and following <br />what 1 feel has been a positive dialogue, we conducted an extensive review of our operations in <br />the Shoreview area. <br />Effective Sunday, November 17, 2013, we will be implementing the following changes: <br />• Reduce Idling: We will take steps to reduce locomotive idling at Cardigan Junction. This <br />Includes adding one train assignment to balance workload and reduce switching. <br />• interchange with CN: As we discussed at our meeting, we have identified a site outside <br />of the Shoreview area where we can conduct the daily interchange and switching <br />operations with the CN. These interchange operations, which have been occurring at <br />Cardigan Junction, remain the subject of discussions for a permanent relocation subject <br />to CN approval. In the meantime, CP is committed to no longer switch any of the rail <br />cars from this interchange train at Cardigan Junction, but rather, to simply pick up and <br />drop off cars there. This will reduce the amount of night operations and potential for <br />blocked crossings. The train will continue to be dropped off by CN at Cardigan Junction, <br />where a CP crew will remove it to another location. We will keep you apprised of our <br />discussions with CN officials going forward. <br />• Horns: CP managers will monitor our operating crews to ensure their use of locomotive <br />horns is In accordance with Federal Railroad Administration guidelines. We will continue <br />to use horns per these regulations, which are geared toward protecting the public at <br />grade crossings. <br />• Blocked Crossings: CP managers will monitor our operating crews to all but eliminate <br />train stops on grade crossings in the Shoreview area. With the exception of emergency <br />situations, train stops on crossings should be brief, under ten minutes, or nonexistent. <br />28 <br />
