The subject site is currently <br />zoned R-2, Medium Density Residential District. According to submitted application <br />materials, the proposed business consists of office and computer work. The applicant <br />has indicated that this business location will not serve retail, walk-in customers as all of <br />product correspondence is done through telephone and computer contact. Under <br />common circumstances, this type of home occupation is a permitted accessory use in <br />the R-2 District. However, the applicant indicates that due to work volume, she wishes <br />to utilize the assistance of an employee. With this addition, the proposed business <br />requires a Special Home Occupation permit. <br />The purpose of this zoning ordinance subdivision is to provide a means through the <br />establishment of specific standard and procedures by which home occupations can be <br />conducted in residential neighborhoods without jeopardizing the health, safety and <br />general welfare of the surround neighborhood. <br />The City's home occupation ordinance is intended to ensure two objectives: (1) that <br />residential neighborhoods are not subjected to non-residential disruptions, and (2) that <br />business operators conducting business in a commercial district are not subject to unfair <br />competition from those paying only residential taxes. <br />
