515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (651) 766-4048
www.ci.little-canadaann.us
MEMORANDUM
TO: Mayor Biesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: .lune 20, 2014
RE: Request for On -Sale Liquor License — Voodoo Live
MAYOR
13111 131esener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
The City of Little Canada has received the attached request for an amendment to the City Code
to provide for an additional On -Sale Liquor License. The current Liquor Code provides for five
On -Sale Liquor Licenses and two On -Sale Restaurant Licenses (see ordinance attached). The
five On -Sale Licenses are issued to Bradys, Gordies, Hoggsbreath, The Little Venetian (would
not meet On -Sale Restaurant standards in Code), and Saxon Lanes. One On -Sale Restaurant
License is taken by Porterhouse Steak and Seafood Restaurant. Therefore, the City has one On -
Sale Restaurant License available.
As you may recall, when the category of On -Sale Restaurant License were established, the City
provided for this seventh license in order to attract an upscale restaurant to the City.
With regard to the number of liquor licenses that Little Canada is allowed under State Statute, a
city of our size is allowed six On -Sale Licenses and can issue an unlimited number of On -Sale
Restaurant Licenses (see State Statute attached). You may also recall that in 1987, the City of
Little Canada was authorized two additional On -Sale Licenses as well. Therefore, the total of
On -Sale Licenses authorized by State Statute would be eight plus an additional unlimited number
of On -Sale Restaurant Licenses.
With regard to the request received by the City, the Council has the following options:
o Amend the Liquor Code to increase the number of On -Sale Liquor Licenses;
o Amend the Liquor Code to convert the available On -Sale Restaurant License to an
On -Sale Liquor License;
o Amend the Liquor Code revising the On -Sale Restaurant License requirements to
meet the needs of this applicant;
o Deny the request to amend the Liquor Code.
1
