If the City believes that this use is appropriate, given the considerations raised by the <br />applicants, the conditions for approval should be stated and agreed to with a <br />development contract specifying type and timing of improvements. Compliance with the <br />previous terms of the Permit (as amended) should be the minimum baseline, and staff <br />would suggest these additional requirements, at minimum, if the permit is to be <br />approved: <br />1. Limitation on the eastern -most stack, due to its visibility from Country Drive <br />2. Elimination of any stacking or staging of outdoor materials east of the northerly <br />building due to visibility from roadway and adjacent parcel activity areas. <br />3. Paving of fire lanes to meet the requirements of the City's Fire Marshal. <br />4. Additional water main improvements to provide adequate fire flows, subject to the <br />recommendations of the Fire Marshal and City Engineer. <br />With this noted, staff does not recommend the amendment. Although it may be <br />possible, with extensive investment, to mitigate some of the Fire Department concerns, <br />the land use issues are unchanged. As noted previously, the City's long-term land use <br />policy has been to encourage greater building construction, and reduced outdoor <br />storage in its industrial and commercial areas.
