IL RING JASSO(IflTtS <br />Rig horn <br />Memo <br />TO: Honorable Chairman and Planning Commission <br />FROM: Lee Elfering, City Engineer <br />DATE: June 5, 2014 <br />RE: Pallet Service Corporation <br />PUD Adjustment Request — 3213 Country Drive <br />In December of last year we prepared a memo for the City Planning Commission <br />regarding the fire flow and protection of the Pallet Services site in reference to their <br />requested PUD amendment for an increase in the allowed outdoor storage. The <br />applicant has submitted a revised site plan that has some modifications to the original <br />submittal for consideration by the City. In general they are requesting additional outdoor <br />storage area up to a total of 64,410 square feet not including access aisles and an <br />increase in the storage area height limit from 14 feet to 17 feet. <br />Initial Report Summary <br />Due to concerns for fire protection and safety a review of the water system in the area <br />was completed. This property is served by an 8 -inch dead end main running north in the <br />center of the property from the 12 -inch main along Country Drive. Two hydrants are <br />located adjacent to/or in the property to provide fire protection. The City's standard <br />hydrant coverage is based on a 250 foot circle around each hydrant. We have included <br />the original hydrant coverage area exhibit based on the initial outdoor storage request <br />and a second exhibit shows the coverage based on the new outdoor storage layout <br />requested. While the westerly most storage area appears to have been eliminated there <br />are still areas outside the standard coverage range. Fire flows from the 8 -inch line are <br />approximately 2,500 gallons per minute (gpm) and could be increased to approximately <br />3,200 gpm if the 8 -inch main was looped back to the 12 -inch main. Standard ISO <br />formulas and guidance do not address outdoor storage areas for a calculation of the <br />recommended fire flows so there is a question as to what is adequate. <br />Recommendations <br />Based on review of the revised submittal we feel the recommendations in our initial <br />memo are still valid and are summarized below. <br />0 Based on a review of the hydrant spacing and the proposed increased use on <br />the west side of the property it may be beneficial to install a hydrant on the <br />west side of the existing building.
