MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 09, 2014 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 9th day of July, <br />2014 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Acting Mayor Rick Montour called the meeting to order at 6:00 p.m. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: Acting Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mayor Mr. Bill Blesener <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Patrick Kelly <br />Frattalone Company Mr. Frank Frattalone <br />Frattalone Company Mr. Tony Frattalone <br />City Clerk Ms. Kathy Glanzer <br />FRATTALONE Acting Mayor Montour indicated that the purpose of this evening's <br />INTERIM workshop is to review the FraDor Aggregate Stockpiling and Recycling <br />USE Agreement relative to the Interim Use Permit that will expire this fall. <br />PERMIT <br />The City Administrator noted that when the Interim Use Permit was <br />approved almost five years ago, it was subject to execution of an Interim <br />Use Agreement. He indicated that the Agreement was never put in final <br />form through no fault of Mr. Frattalone. The Administrator indicated that <br />there were drafting issues with the Agreement that the City Attorney's <br />office has now resolved. The Administrator noted that the Agreement <br />now before the Council has been reviewed by Mr. Frattalone's attorney <br />who has raised some issues as outlined in his April 30, 2014 letter. The <br />Administrator suggested that each of the points raised be reviewed with <br />the Council to indicate their consensus on each point. He also noted that <br />the Agreement addresses three parcels owned by Frattalone. The fourth <br />parcel, the former Groundskeeper property, could be added to the <br />Agreement. (Past notes indicated it was to be included, but could be <br />separated in a potential sale.)
