ItLURRK flss004111s <br />Memo <br />TO: Honorable Mayor & City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 18, 2014 <br />RE: Tower Valve Replacement & New Hydrant <br />We are moving forward with the installation of the new valve on the Water Tower line. <br />There were concerns with the number of bends that would be necessary to allow the <br />installation of the 16" valve in the original proposed location. After review of the site with <br />the Contractor in the field with all utility locates completed we modified the installation <br />location. The new installation will be made just outside the Noel Drive curb line. No <br />street removal is needed but a portion of the lower wall will be removed and reinstalled <br />and a portion of the upper wall will also be removed. The second wall will not be <br />reinstalled due to the fact that we are proposing to move the wall for the future sidewalk. <br />The Public Works Director had previously emailed the Council on staffs desire to add <br />the installation of a hydrant on the Water Tower line as part of the valve replacement <br />work. The purpose of the hydrant would be for draining the tower as well as taking water <br />samples from the tower before putting it back in service. Some type of drain option is <br />standard on water towers today but was not back in 1977. We had the option of putting a <br />4" valve inside the tower that we could hook a hose up to in order to empty the tower <br />when maintenance is needed. The price for the 4" valve was $7,095. The price for <br />installing a fire hydrant is $6,330. Having the hydrant in that location will allow us to <br />drain the tower without leaving anyone without water for a period of time. When we <br />drained the tower in early -June we were forced to leave City Hall, the Watershed District, <br />and 13 houses on Noel Drive without water for an hour or two. The hydrant will also <br />allow us to take samples from the tower before putting it back in to service. <br />The original valve installation cost was $24,550.00 and with the addition of the hydrant <br />the total cost would have been $30,880.00. With the project savings accounted for due <br />to the revision to the location of the valve and adding the hydrant installation the total <br />cost for the work is $27,250.
