• Screening efforts along the north property line (to mitigate potential adverse <br />impacts upon the neighboring multiple -family residential uses. <br />• Consistent with the City's Architectural Guidelines, significant planting areas be <br />interspersed within the site's off-street parking areas. This may include, but not <br />be limited to, the integration of landscaped parking islands throughout the site. <br />• The integration of planters or vegetative landscaping along the front facades of <br />the building. The Architectural Guidelines encourage the use of planter boxes, <br />hanging planters, or raised planter beds to add to the attractiveness of pedestrian <br />walkways and building entrances. Ground standing planters must maintain a <br />minimum 6 feet walkway width. <br />Signage. Details for restaurant / bar signage have not been provided. All signs <br />installed upon the site must adhere to sign design and location requirements as <br />provided in the City's Architectural Guidelines. <br />Lighting. A lighting plan has not been submitted for review. The submitted building <br />elevations do however, illustrate new hanging and well -mounted lights on the second <br />story addition. <br />According to the Zoning Ordinance, the source of lights should be hooded and <br />controlled so as not to illuminate the adjacent right-of-way, and any light or combination <br />of lights which cast light on a public street shall not exceed one (1) foot candle (meter <br />reading) as measured from the center line of said street. <br />Security. No information has been provided related to site security. This issue should <br />be addressed by the applicant. <br />Noise. Considering the nature of bar uses and related late night business hours, noise <br />is likely to be an issue of concern to neighboring property owners. The means by which <br />the applicants propose to minimize such concerns should be addressed by the <br />applicant. <br />RECOMMENDATION <br />While proposed modifications to the retail center building are generally consistent with <br />the City's Architectural Guidelines, concerns exist in regard to the appropriateness of <br />the proposed use upon the subject site. Further, question exists whether or not <br />applicable performance standards of the Zoning Ordinance, particularly off-street <br />parking supply requirements, can be satisfied. <br />Based upon the information provided, Planning Staff can not recommend approval of <br />the project as presented. Therefore, based upon land use compatibility concerns and a <br />failure to demonstrate compliance with applicable City development standards, Planning <br />Staff recommends denial of the PUD Permit application. <br />5 <br />
