£I111I1% . fSSO(IIITWS <br />TAR 110E11 <br />Memo <br />TO: Honorable Mayor & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: August 8, 2014 <br />RE: City Hall Concrete Work <br />We were only able to obtain only a single bid for the concrete work at City Hall and <br />Spooner Park last month. This was most likely due to the short bidding and completion <br />time for the work, but we were also asking for several options for pricing. This required <br />more work on the bidder's part and would have made comparison of multiple bids <br />difficult. The Spooner Park work was completed prior to Canadian Days as desired, but <br />the City Hall work was delayed. We feel this time should be used to better define the <br />City Hall project so more competitive bids can be obtained for completion of the work yet <br />this fall. <br />There are additional costs that are associated utilizing colored and/or stamped concrete. <br />The increased costs of colored concrete on our Little Canada Road project was <br />approximately $4.20 per square foot compared to the standard sidewalk. We have <br />verbally been told to expect the increased cost for coloring for as little as $2.00 per <br />square foot up to $15.00 per square foot depending on the color chosen and the amount <br />of concrete. We feel the Council could expect to see increased costs in the <br />neighborhood of $5.00 to $10.00 per square foot due to the relatively small quantity of <br />the project. <br />We would also point out that the addition of multiple colors would add to the duration of <br />the work. It is likely that we will need to coordinate the pours to be completed after 4:30 <br />on a weekday or on a weekend. If a single color, including standard grey, is used the <br />entrance can likely be all poured at one time. Each additional color would require an <br />additional pour after the previous pour has been allowed to cure. <br />The deterioration of the existing concrete at the entrance to City Hall and the History <br />Center is the most advanced at the control joints of the panels. These joints are <br />necessary to control cracking, but can provide a point of higher potential for <br />deterioration. There is relatively high salt use at the entrance to provide safe pedestrian <br />movement to and from City Hall and the History Center which may attribute to the <br />deterioration being seen, but regardless of the cause the deterioration appears to have <br />started and is the worst at the joints.
