Hanson <br />Attached are draft revisions the joint powers agreement that forms the North Suburban <br />Cable Commission (NSCC). While some of the revisions are housekeeping in nature, the <br />substantive ones have arisen as a result of Shoreview's concerns about NSCC's <br />operations involved in the franchise renewal process and in planning for likely reduction <br />in PEG (public, educational, government) fees in the new franchise agreement. <br />Based on Shoreview's concern, the Mayors and City Managers of the 10 cities making up <br />the JPA entity have been meeting to discuss new organizational approaches. (It should <br />be noted that Shoreview was prepared to leave NSCC based on the current operating <br />model.) The significant changes are as follows: <br />• A city's cable commission representative should be a member of that City's <br />governing body. (This was the most controversial item and Shoreview had <br />indicated this is not a deal breaker.) <br />• A City Managers Committee would be formed to advise the Commission on <br />operational issues involving budgets, staffing, etc. This will also help ensure <br />more operational knowledge gets back to each member city. <br />• Currently, a member city can withdraw from the Commission by providing notice <br />by October 15th of any given year. The change would require notice to be made <br />by July 1't to provide more time to address the loss of revenue. <br />• Amendments to the JPA take affirmative votes from all cities (this complies with <br />State law). <br />Acting Mayor Montour attended the last Mayors/Managers meeting and can provide his <br />input from that perspective as well as his NSCC Commissioner experience. The Council <br />should discuss your opinions of the proposed changes so we can accurately represent the <br />City's position. <br />1 <br />
