The <br />Commission was originally split on its recommendation, with what appeared to be a <br />majority preferring to (or at least willing to) table action on the item to allow the applicant <br />to provide additional information that would resolve the primary outstanding concerns <br />related to the project. Those concerns were: (1) Flow to deal with the noise and <br />general commotion (and the land use compatibility with the adjoining residential areas) <br />after an event or at closing; and (2) How to manage the parking and off-site issues <br />created by the traffic generation of this use. <br />The Commission, while considering table the item, suggested that the staff's list of <br />requirements for further investigation would be necessary to provide an adequate <br />baseline of information to make a proper recommendation. They further indicated that <br />in addition to that list, a more complete explanation of the procedures and policies of the <br />security group would be important to understand the details of crowd control and other <br />potential security issues. <br />The applicant's representative initially indicated that tabling the item to the September <br />meeting cycle would be acceptable. However, before a vote could be taken, the <br />applicant changed his position and suggested that they wanted a Planning Commission <br />recommendation as soon as possible. As such, the Planning Commission moved and <br />adopted a recommendation of denial, 4-2. It is presumed that had a table motion gone <br />forward, it would have included the direction to the applicant to respond to the additional <br />materials requested by staff, as well as more complete information on the security <br />proposal from the applicant's security contractor. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Lee Elfering <br />18 <br />
