MINUTES <br />CITY COUNCIL <br />AUGUST 8, 2007 <br />McGraw agreed that the larger complexes will be able to proceed further <br />into the STAR program than the smaller ones. He felt that the standards <br />should be set keeping the bigger complexes in mind. <br />Blesener noted that the smaller complexes would then pay higher licensing <br />fees. The Administrator noted that complexes could be exempted from <br />licenses fees as long as there are no problems. <br />The City Administrator pointed out that some of the smaller complexes, <br />along Ruth Street as an example, generate a lot of trouble. Allan noted <br />that the ownership of the smaller complexes can proceed to A Level <br />participation in the STAR program if they put forth the effort. <br />Grove pointed out Chapter 3200.130.B. sets up difference standards of <br />participation for single-family. The Administrator noted that multi-family <br />was set at three units or more to ensure that the Ruth Sheet properties fell <br />under the multi-family participation requirements. <br />The Administrator noted that the Sheriff s Depar•cment only offers Multi- <br />housing Crime Free Certification every other year. Grove indicated that a <br />lot of communities offer this training; therefore, it is available annually. <br />The City Adminish•ator asked about STAR Program plaques and/or• <br />special signage. Grove did not feel the owners would care about receiving <br />a plaque or not. Blesener stated that he did not want to allow larger <br />signage as part of the STAR program. The Administrator suggested that <br />he remove 3200.140.B. and C. from the draft ordinance. <br />Grove reported that multi-family complexes are subject to a number of <br />inspections, i.e. HUD, insurance company, etc. She suggested a waiver of <br />City inspection based on submittal of satisfactory inspections by other <br />entities. Grove suggested that the City retain acomplaint-based inspection <br />system to keep costs down. <br />The City Administrator indicated that some complexes in the City have <br />few problems while others have a lot of issues. He noted that HUD <br />inspections are to protect mortgages, whereas City fire inspections are in <br />place to address life safety issues. The Administrator suggested that if a <br />complex goes for a couple of years without any issues, exemption from a <br />City inspection may be fine. He suggested that at this point, however, <br />there should be no inspection exemption provision as it is the inspection <br />process that will generate fines. <br />The City Administrator indicated that he would revised the draft ordinance <br />as discussed this evening and then set up a meeting with the ownership of <br />the large multi-family complexes in the City.
