£6f- RIHG C 4ASSO(IfT.S
Memo
TO: Honorable Mayor & Members of the City Council
FROM: Lee Elfering, City Engineer
DATE: September 10, 2014
RE: Centerville Road Storm Pipe Project
We opened bids for the Centerville Road Storm Pipe project this morning in accordance
with the Advertisement for Bids. A total of three (3) bids were received, with the low bid
in the amount of $395,523.45 from GM Contracting. The three bids were relatively close
to one another and do appear to be competitive. However, the low bid was significantly
over the estimated cost for the work. As Council is aware the project was being
undertaken at this time to provide a storm sewer outlet for the Public Works building.
Due to the higher than expected cost we recommend reviewing other options that may
exist.
One of the benefits of this project was that the storm sewer would also serve Centerville
Road when the road was upgraded in the future. This project installed the storm sewer
by directional bore to minimize impacts. One of the options may be to accelerate the
County's proposed schedule of improvement of the roadway so that the storm sewer
could be installed by direct bury.
At this time we would recommend the City Council delay any action on the bids. Over
the next two weeks we will be reviewing the storm water options that exist for the Public
Works site and will provide a summary to the Council to consider.
10062 Flanders Court NE — Blaine, MN 55449— (763) 780-0450 fax (763) 205-2341
Z:\PROJ\120176E - Centerville Road Storni Pipe\0060\Memo-091013-CC (Second Bid Updale).doc
