MINUTES <br />CITY COUNCIL <br />AUGUST 8, 2007 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION ND. 2007-8-195 -DIRECTING CITY STAFF TO <br />AUTHORIZED EHLERS & ASSOCIATES TO PREPAREA TIF <br />PLANAND CONDUCT THE NECESSARYINSPECTIONS OF THE <br />PROPERTYAS PART OF THE TIF DISTRICT CERTIFICATION <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CITY FEE The City Administrator reviewed license fee and developer escrow deposit <br />SCHEDULE increases proposed by staff. The Administrator pointed out that the <br />developer escrow deposits are more indicative of actual costs. The license <br />fee increases proposed bring the fees closer to the City's processing and <br />enforcement costs. <br />The City Clerk noted that the fees proposed to be increased have not been <br />increased for a number of years. She also noted that these fees are in line <br />with what other cities are charging. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-8-196 -ADOPTING THE CITY FEE <br />SCHED ULE AS PRESENTED BY CITY STAFF EFFECTIVE <br />IMMEDIATELY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />VALOR The City Administrator reported that the City has received the soil borings <br />PROPERTY report for the Valor property, as well as the title work. The environmental <br />work should be delivered tomorrow, but preliminary information is that <br />there are some questionable materials buried in the site, but not to the <br />extent that would require reporting. The Administrator reported that the <br />title work shows there should not be a problem with obtaining a clean title <br />for this property. <br />The Administrator informed the Council that the soil borings report is of <br />great concern. Since the City had some soils information from the street <br />project done in the early 1990's, it was aware of poor soils in Ryan <br />Industrial Park. However, the City had thought that the soils in this <br />particular area were better. The Administrator also noted that the City <br />6 <br />
