Pre -Wire was in need of parking for an expanded employee count, and had been utilizing the 2962 Rice Street property without improvements. The City approved a temporary use of the property, with an understanding that pavement of the parking areas would be completed, but waiving requirements for curbing and landscaping, among other standard improvements. The property owner, under such a permit approval, has one year to complete the improvements or the approval is lost. In the current case, the applicants are concerned that due to other factors related to Pre -Wire's business volume, they could no longer need the property after next summer. They are hoping that the improvements can be delayed until a clearer picture of their needs is available, presumably by June of 2015. In the meantime, with last year's approval set to expire, the applicant is seeking an extension of time to develop a long-term plan for the property. He has indicated to staff that he would be preparing such a plan, to accompany the current short-term improvements, to be considered by the City before the end of this year.
