llf CRINc ASSO(IflT.ES <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: October 8, 2014 <br />RE: Keller Parkway Lift Station Improvements Project <br />Award Recommendation & License Execution <br />Bids were opened for the above referenced project at 10:00 a.m. on Wednesday, <br />September 24th, 2014 in accordance with the Advertisement for Bids. The project <br />consists of the installation of a new lift station structure, salvaging and reinstallation of <br />the old lift station equipment in the new structure, and replacement of the forcemain. <br />Two (2) bids were received from the following companies listed below from lowest to <br />highest total bid: <br />IRU[ AORTA <br />Corporation Total Bid <br />R. L. Larson Excavating Inc. $296,150.01 <br />Geislinger & Sons, Inc. $327,345.00 <br />Based on the bids received, R. L. Larson Excavating is the low bidder. The low bid <br />received appears to be competitive and the bids have been reviewed for errors and/or <br />omissions. R. L. Larson has not completed work for Little Canada, but we have had <br />them on projects for other clients and would consider them a responsive and responsible <br />bidder. While the Keller Parkway lift station is owned and maintained by the City of Little <br />Canada, the station serves both Little Canada and Maplewood residents. A <br />maintenance agreement exists for the station that outlines that maintenance costs <br />shared between the two Cities will be based on contributing flow to the station. Currently <br />Maplewood has 16 residential connections and Little Canada has 28 residential <br />connections, which results in approximately a 36% Maplewood / 64% Little Canada split <br />of project costs. We have been in contact with Maplewood regarding the improvements <br />and their respective costs. <br />Also attached to this memo is a license agreement with the Minnesota Department of <br />Natural Resources for the new forcemain crossing on the south end of Gervais Lake. A <br />license agreement is necessary for any crossing of a public lands and waters of the state <br />and the typical duration of these licenses is 25 or 50 years. We have applied for a 50 <br />year license and the DNR has provided the attached application for execution. <br />We feel the low bid recieved is competitive and we would recommend the City Council <br />award the project to the low bidder, R.L. Larson Excavating. We would also ask that <br />the City Council authorize City Staff to execute the attached license agreement with the <br />MnDNR for the forcemain crossing.
