MINUTES OF THE WORKSHOP MEETING
CITY COUNCIL
LITTLE CANADA, MINNESOTA
OCTOBER 8, 2014
Pursuant to due call and notice thereof a workshop meeting of the City
Council of Little Canada, Minnesota was convened on the 8th day of
October, 2014 in the Council Chambers of the City Center located at 515
Little Canada Road in said City.
Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the
following members of the City Council were present at roll call:
CITY COUNCIL: Mayor Mr. Bill Blesener
Council Member Ms. Shelly Boss
Council Member Mr. John Keis
Council Member Mr. Michael McGraw
Council Member Mr. Rick Montour
ALSO PRESENT: City Administrator Mr. Joel R. Hanson
City Clerk Ms. Kathy Glanzer
LITTLE The City Administrator reported that he and Council Members Keis
CANADA and McGraw have been meeting with the Fire Department on the issue
FIRE of Little Canada Fire Relief Benefits. He indicated that the goals of both
RELIEF the City and the Fire Department are essentially the same. Those goals at
FUNDING to provide for steady increases in the benefit level and not create volatility
for the City in terms of taxpayer liability.
The Administrator indicated that based on discussions with the Fire
Department, it does not appear that the Relief Association is willing to
consider a Defined Contribution Plan. The Administrator reported that
progress has been made relative to the parameters of the current Defined
Benefit Plan. The Administrator reported that at a recent meeting with the
Fire Department, their Investment Advisor presented information relative
to benefit increase scenarios taking into consideration various investment
earning results. The Administrator presented that information to the
Council.
The Administrator reported that the current Fire Relief benefit level is
$3,265 per year. The Fire Department would like regular inflationary
increases. The City currently contributes $15,000 per year to the Fire
Relief on a voluntary basis. A parameter that is being considered is to
provide an inflationary increase to the City's voluntary contribution equal
to the increase provided annually to City employees.
