IMP. NO. <br />2014-12 <br />SCHLETTY <br />DRIVE <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 22, 2014 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />October, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />ALSO PRESENT: City Administrator <br />City Engineer <br />Cable TV Producer <br />City Clerk <br />Mr. Bill Blesener <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Mr. Kevin Helander <br />Ms. Kathy Glanzer <br />Mayor Blesener opened the Public Hearing to consider the adoption of <br />assessment for Improvement No. 2014-12, Schletty Drive (south of Little <br />Canada Road) by full reconstruction including concrete curb and gutter, <br />an upgraded storm sewer system, as well as the addition of watermain and <br />street Lighting. <br />The City Engineer reviewed project costs, noting that the initial estimate <br />was $541,000 with the final estimated cost at $500,000. The Engineer <br />noted that street costs were bid lower than estimate; however, the bid for <br />watermain was higher than estimate. The Engineer also noted that <br />decorative street lighting was also added to the project. There was also <br />some additional storm sewer work and some sediment removal done as <br />part of the project. The Engineer noted that the street is now paved and <br />curb and gutter is in. The second lift of blacktop will be added next year. <br />Rain water gardens are almost complete, but plantings may not be <br />installed until spring. <br />The City Engineer then reviewed assessment payment methods which <br />provide for payment (either in full or part) with no interest within the first <br />30 days after the assessment is adopted, or allowing the assessment to be <br />
