515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (651) 766-4048
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
Jim Morelan, Parks & Recreation Director
DATE: November 7, 2014
RE: Recreation Coordinator Contract
MAYOR
Bill 13lesener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
As you will recall, Don Bowman resigned as the City's recreation coordinator this past
September. His resignation was due to his pending retirement from St. Paul Regional Water
Services the impact continued employment would have on PERA distributions. He has been
separated from City employment for 30 days (as is required by PERA). He has indicated an
interest in returning to work for us.
To give us the most flexibility while also working well with Don's PERA pension, we are
recommending we contract with his company for Recreation Coordinator Services. The
reimbursement amount is based on 18 hours of work per week (past average) and the rate of
pay that would be in effect for 2015. We also factored in his cell phone reimbursement to this
amount. As a result, no other reimbursements will be made to him for the performance of his
services.
The contract is modeled after the one we have for the Fire Marshal. We believe it meets PERA
requirements for contracted service, but the City Attorney is conducting a final review, Subject
to that review and any comments from Mr. Bowman, staff recommends approval as presented.
cc: Don Bowman
1
