MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2014 <br />truck in 2015 at a cost of $130,000. The Administrator pointed out that <br />the City Center remodel project is included in this fund, noting that the <br />budget for this project is $150,000 plus an additional $35,000 for air <br />conditioners. The Administrator indicated that the cost of the remodel <br />project exceeds $185,000, but the Cable TV Fund will pay the balance of <br />the project. (Estimated at $250,000 plus another $180,000 for cable TV <br />equipment upgrades.) <br />The Administrator then reviewed the Infrastructure Capital Improvement <br />Fund noting that two projects are being proposed for 2015. These include <br />full depth mill and overlay of Country Drive from the railroad tracks to <br />Rice Street as well as South Owasso Blvd. to Rice Street. Estimated <br />project costs are $1.5 million for both. The Administrator indicated that <br />the City typically programs about $1 million in street projects each year. <br />However, given these are similar projects, it is proposed to do both in <br />2015. The Administrator noted that staff is seeking authorization to hold <br />neighborhood meetings on these projects on this evening's regular Council <br />meeting. Another project being contemplated is the improvement of <br />Centerville Road from Little Canada Road to Edgerton Street. The <br />Administrator noted that this is a County road and the City is in <br />discussions with the County about proceeding with this project. The <br />Administrator noted that the improvement of Centerville Road had been <br />on the County's improvement as far back as 1994. This improvement has <br />fallen from the County's capital improvement plan but there is some <br />discussion about getting it back into this programming. The Administrator <br />pointed out the extremely poor condition of the road and the need to do <br />improvement drainage in the area, drain the new Public Works site, and <br />add sidewalks to access Pioneer Park. Based on the road condition and <br />these needs, the City is in discussions with the County a proposal wherein <br />the City would finance the improvement with the County repaying the <br />City. The Administrator indicated that the County would need to commit <br />to this project, and they are currently considering the City's proposal. <br />Keis asked if property owners along Centerville Road would be assessed. <br />The Administrator indicated that they would similar to how the Little <br />Canada Road improvement was assessed. He also noted that estimated <br />project costs are at $2.2 million. The Council indicated their support for <br />the project provided that the County commits to it. <br />Montour noted that both Centerville Road and Edgerton Street are County <br />roads which are in poor condition and are utilized as pass-through routes <br />to other cities. The Administrator indicated that in past City surveys, the <br />condition of City streets has received lower ratings which he attributed to <br />the condition of the County roads in the City. The Administrator pointed <br />out that all but a few of the City's streets have been reconstructed or mill <br />and overlaid. <br />2 <br />
