MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2014 <br />The Administrator reviewed the Water & Sewer Capital Replacement <br />Fund noting that there have been some large expenses paid for from this <br />Fund, i.e. debt service on the Public Works -Parks Project, water tower <br />repainting, and water meter replacement program. The Administrator <br />indicated that this fund is funded by depreciation on the water and sewer <br />enterprise funds. The Administrator indicated that the Fund is healthy and <br />noted that there are 110 major expenditures planned in the near future. <br />The Council then discussed it goal of reducing the gross levy from the <br />3.5% certified as part of the preliminary 2015 Budget. The Administrator <br />noted that it will take a $10,000 reduction in expenses to achieve the 3.5%. <br />A 3.0 % increase will require $23,500. The Administrator stated that City <br />staff is pursuing some additional ideas for cuts. He also noted that one <br />possibility is the use of reserves to buy down the levy for 2015. The <br />Administrator noted that there may be possible budget decreases pending <br />for the 2016 Budget, so the use of reserves for a buy -down in 2015 will <br />not be problematic. <br />Montour noted that the Council's goal has been to eliminate peaks and <br />valleys in levy increases. He also pointed out that the final 2015 Budget <br />will be acted on at the December 15"' Council meeting. <br />The Administrator did not anticipate the need for any additional Budget <br />workshop meetings. He also reported that he would present proposed <br />2015 salary information to the Council for their review.
