NEIGHBORHOOD MEETING MINUTES <br />SOUTH OWASSO BOULEVARD <br />TUESDAY, DECEMBER 9, 2014 <br />6:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed street reconstruction project on South Owasso Boulevard. See sign -in sheet <br />for those in attendance. <br />The City Engineer introduced himself, Mr. Lee Elfering, of Elfering & Associates, Mr. <br />Joel Hanson, City Administrator, and Mr. Bill Dircks, Public Works Superintendent. <br />Mr. Elfering explained the neighborhood meeting process whereby the City provides <br />residents of the proposed construction area with the basic information, obtains their input <br />on the nature of the project, and then decides how to proceed. <br />At this point Mr. Elfering reviewed the Power Point presentation with those who were <br />present. He explained in detail existing conditions and the proposed improvements. Mr. <br />Elfering indicated what the proposed improvement involved. He proposed a full depth <br />reclamation and re -paving of the entire section of road with curb and gutter repairs as <br />needed and some storm water improvements. The base would be tested and any areas <br />deemed too soft would be dug out and replaced with good material. <br />Mr. Elfering estimated the cost of the entire South Owasso project to be $750,000 based <br />on similar work we have performed in the past few years. The assessable portion of that <br />cost is $323,815.16. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />Y There was a comment that the western portion of South Owasso (on top of the <br />hill) was in better shape than the eastern portion at the bottom of the hill and that <br />it was likely due to a better subgrade. Mr. Elfering stated that he had not gotten <br />soil borings yet but anticipated that that was the case. It was mentioned that a <br />different, more inexpensive method could be used to rehabilitate the western <br />portion of the road. A couple of different methods were discussed and Mr. <br />Elfering said he would evaluate everything once he had more information. He <br />also stated that a mill and overlay on the western portion would still result in <br />reflective cracking, which would not be acceptable. <br />➢ There was some general discussion of potential interest rates for the assessments <br />(4.5% in 2014), when the improvement hearing would be held (February or early <br />March), and whether or not the road should be done this year. <br />8 <br />
