As a supplemental recommendation, planning staff would encourage the applicants to
consider enhancements to the parking area and building materials as noted above. As
a permitted use, these enhancements (green space, changes to pavement coverage,
and building architecture) cannot be made conditions of approval, although they are
directly related to the Comprehensive Plan objectives for the area. Without such
improvements, the City could choose to deny the rezoning as inconsistent with those
policies.
Finally, staff would note that parking lot striping and circulation control is a requirement
of general zoning, and would be required as a part of the occupancy of the building.
Similarly, signage will need to reflect the current ordinance allowances — any older
signage on the site would have lost it "grandfather" rights after one year of vacancy.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
8
