As a supplemental recommendation, planning staff would encourage the applicants to <br />consider enhancements to the parking area and building materials as noted above. As <br />a permitted use, these enhancements (green space, changes to pavement coverage, <br />and building architecture) cannot be made conditions of approval, although they are <br />directly related to the Comprehensive Plan objectives for the area. Without such <br />improvements, the City could choose to deny the rezoning as inconsistent with those <br />policies. <br />Finally, staff would note that parking lot striping and circulation control is a requirement <br />of general zoning, and would be required as a part of the occupancy of the building. <br />Similarly, signage will need to reflect the current ordinance allowances — any older <br />signage on the site would have lost it "grandfather" rights after one year of vacancy. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Lee Elfering <br />8 <br />
