I I UihIIiG TlSSO(IfTES <br />1*HU HOW <br />Memo <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: December 11, 2014 <br />RE: Warming House & Parish House Services <br />Final Payment <br />The bathroom facilities within the new warming house required the extension of a <br />sanitary sewer and water service to the new building. Service stubs were extended from <br />the main fine utilities in Little Canada Road into the south boulevard when the street was <br />improved last year. The remaining extension of the water and sanitary sewer services <br />was completed this fall by Q3 Contracting and their invoice for the work is attached. In <br />addition to the services to the warming house they also extended a water service to the <br />Parish House to the east of the warming house property. An explanation for the <br />extension of the water service to the Parish House follows. <br />As part of the warming house project the zoning for the property was reviewed and it <br />was determined that rezoning from R-1 to Public was necessary based on the property's <br />use. The rezoning increased the side yard setback limits for a building to 15 feet, which <br />could not be obtained due to the need to maintain the clearance required by St. Paul <br />Water between the ice rink boards and the new warming house. The City Council did <br />grant a variance to allow the construction of the warming house, but directed Staff to <br />work with St. Johns to obtain land from the Parish House property to negate the need for <br />the variance if possible. <br />The Church in the past had expressed a desire to have City water at the Parish House <br />and City Staff proposed an extension of municipal water service off the warming house <br />line to the Parish House in lieu of a monetary payment for the land necessary to meet <br />the setback requirements. We had estimated that a minimum of 1,458 square feet <br />would be needed to meet the 15 foot setback requirement and additional property may <br />be necessary to construct the retaining walls necessary to stabilize the slope between <br />the two properties entirely on City owned property. No appraisal was completed on the <br />Parish House property to determine the value of the land and the Church has not <br />requested one be completed. Utilizing the Ramsey County estimated land value and <br />area of the property results in a square foot cost of the land of $1.65 per square foot. <br />The minimum taking of 1,458 square feet would equate to approximately $2,400.00 of <br />land value.
