I I UihIIiG TlSSO(IfTES
1*HU HOW
Memo
TO: Mayor Blesener & Members of the City Council
FROM: Lee Elfering, City Engineer
DATE: December 11, 2014
RE: Warming House & Parish House Services
Final Payment
The bathroom facilities within the new warming house required the extension of a
sanitary sewer and water service to the new building. Service stubs were extended from
the main fine utilities in Little Canada Road into the south boulevard when the street was
improved last year. The remaining extension of the water and sanitary sewer services
was completed this fall by Q3 Contracting and their invoice for the work is attached. In
addition to the services to the warming house they also extended a water service to the
Parish House to the east of the warming house property. An explanation for the
extension of the water service to the Parish House follows.
As part of the warming house project the zoning for the property was reviewed and it
was determined that rezoning from R-1 to Public was necessary based on the property's
use. The rezoning increased the side yard setback limits for a building to 15 feet, which
could not be obtained due to the need to maintain the clearance required by St. Paul
Water between the ice rink boards and the new warming house. The City Council did
grant a variance to allow the construction of the warming house, but directed Staff to
work with St. Johns to obtain land from the Parish House property to negate the need for
the variance if possible.
The Church in the past had expressed a desire to have City water at the Parish House
and City Staff proposed an extension of municipal water service off the warming house
line to the Parish House in lieu of a monetary payment for the land necessary to meet
the setback requirements. We had estimated that a minimum of 1,458 square feet
would be needed to meet the 15 foot setback requirement and additional property may
be necessary to construct the retaining walls necessary to stabilize the slope between
the two properties entirely on City owned property. No appraisal was completed on the
Parish House property to determine the value of the land and the Church has not
requested one be completed. Utilizing the Ramsey County estimated land value and
area of the property results in a square foot cost of the land of $1.65 per square foot.
The minimum taking of 1,458 square feet would equate to approximately $2,400.00 of
land value. Depending on the final construction location the necessary land taking may
exceed the 1,458 square feet.
10062 Flanders Court NE — Blaine, MN 55449— (763) 780-0450 fax (763) 780-0452
Z:\PROJ\120165E - Warming House\Memo4121114-CC (03 Payment & Church Service Agreement) doc
1
