Hanson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 12, 2014 <br />RC: City Center Remodel Project — Work Scope & Awarding of Contracts <br />Attached is a letter from Richard Naughton ofJames Steele Construction. This covers the work <br />scope previously discussed with the City Council for the updating of City Center. (Please note <br />that this does not include the upgrades to the cable TV equipment. <br />The only change recommended to the work scope is modifications to the public restroom <br />improvements. Based on the comments of the construction manager, staff believes the existing <br />tile surfaces should remain. (We are obtaining quotes for cleaning and sealing similar to what <br />the fire department did with their restrooms. We have also asked the design consultant to modify <br />color schemes in the restrooms to make them as consistent as possible with the other work being <br />done.) New partitions will be installed. We also recommend we upgrade the counter tops and <br />sinks. The pricing we have attached only includes base bid work. The sinks and counter tops <br />will require a change order to add them to the project versus the complete re -do of all tile that <br />was bid at $21,470. <br />Therefore, we are recommending we award bids as to the low bidders highlighted on the <br />attached bid tabulation form covering nine contract areas. Please be aware that there are <br />also separate contracts for labor and materials in some cases to enable us to take advantage of <br />our tax exempt status. (That saved us about $7,400.) <br />Another document needing approval is the Construction Manager agreement with the CM being <br />allowed to be the "constructor". This will enable JSC to perform some of the work items <br />themselves versus trying to hid small and unrelated work components (demolition for instance). <br />This document provides for guaranteed maximum price proposals as noted below. Staff <br />recommends approval as presented. <br />Finally, two contract documents for JSC related to their construction management services are <br />attached. The first is a Purchasing Agent Agreement. This is needed to enable our direct <br />1 <br />
