Item 14:
MnDOT will consider funding agreed upon low cost temporary irnprovernents such as
temporary signals, striping turn lanes, and signing for peak hour parking restrictions to
mention a few. If the locations and temporary improvements can be quantified, MnDOT
will include those items irr their construction contract. If the temporary improvements
include items such as modified signal timing, MnDOT would propose entering into an
agreement with the City and /or County to compensate each for the work performed. If City
or County forces are not able to perform modifications to signal timing or other identified
temporary improvements not Included in the MnDOT construction contract, MnDOT will
then contract with a private firm to do the work.
Replace existing glued -laminated sound barrier on east side of 135E with new wall
construction so sound harriers are of consistent appearance and quality throughout our
city.
Response: MnDOT will not replace the existing glue -laminated noise barrier due to its appearance.
The same situation exists in the City of Maplewood. The noise banter is functioning as
intended.
MnDOT will continue to work with the Cities and the County to develop and implement temporary
traffic management strategies as part of the I -35E MnPASS project. We have involved the City
and County staff in the traffic modeling for regional and local roadway networks as a basis for
looking to provide for these strategies in advance of construction starting. We will provide the final
report on the traffic modeling completed for the project immediately when completed by MnDOT's
consultant. There will be continued business outreach before, during, and after project completion.
To make this successfully happen, MnDOT has hired a public relations firm to assist MnDOT
Public Affairs to respond to any questions or concerns in a timely fashion. Additionally, an up to
date website and constant contact Internet services will be provided.
Finally, MnDOT will enter into a Memorandum of Understanding ("MOU") that will Include each City
and the County prior to the beginning of construction activities on I.35E. The focus for the MOU
will be to identify roles and responsibilities of each of the signatory parties and to establish
recurring meeting schedule at which issues related to local traffic operations can be reviewed and
decisions on appropriate actions can be made. It is highly recommended each City and the
County identifies locations that will benefit from temporary traffic management strategies early on
so items such as temporary signal Installations can be included in the MnDOT construction
contract. The party responsible for management of the temporary facilities will be identified in the
MOU. The MOU will also provide the vehicle whereby unforeseen issues can he discussed and
addressed.
It you questions or concerns with the above responses, please feel free to contact me at 651-234-
7724 or Jennie Read at 651-234-7713.
Sincerely,
tr.•)a...i,r.. e f/ a ,-0
Wayne Nord,
North Area Manager
An Equal Opportunity Employer
0
