MEMORANDUM TO: Mayor Blesener and Members of the City Council FROM: Joel Hanson, City Administrator DATE: October 17, 2014 RE: MnPass Phase II Municipal Consent — LC Road to County Road J MnDot is preparing to move forward with the second phase of the MnPass project for I -35E. This will add an additional lane in both directions from Goose Lake Road to County Road 96, a third lane for northbound 35E from County Road 96 to County Road J, and repurpose southbound I -35E from County Road E to Little Canada Road. (Attached is the Project Notification Letter from MnDot.) While there is no financial participation required of Little Canada, MnDot is still seeking municipal consent from us. (The would like us act on this by early March of 2015.) This may be another opportunity to achieve some corrections to previous issues we have dealt with. Here is a possible listing: • Add back sound barrier in front of Quebec Apartments. (No longer at our diiscretion. I4 it meets criteria, a wall will be added.) • Extend sound barrier near the end of Twin Lake Trail farther to the east. (MnDot did not place sound barriers farther to the east because their right-of-way was substantially below the grade needed to be effective. Essentially, they ended the wall by the fly -over bridge where their right-of-way lost needed elevation.) This would require easements from the abutting property owners. Another issue is MnDot may claim this wall is not in the designated project area. (This improvement is not within the project boundaries and therefore not eligible for inclusion. However, it will he within the project boundaries for the Corridors of Commerce project to occur on 694 (lane additions) and this will be the opportune time to review this issue-) • Secure repayment for the railing work on the LC Road Bridge. This amounts to $76,961.20. (You will recall that MnDot agreed to reimburse us working through Ramsey County, but this has yet to occur.) (See e-mail from Dale Cade dated 119/15. We may need to involve Ramsey County to find a "pass-through" project to get repaid. This issue involved the new railings and painting of the LC Road Bridge.
