Hanson <br />Some discussion has occurred dealing with a more comprehensive strategic planning initiative in <br />2015 given the change in the City Council and that our "typical" goal setting session has grown a <br />bit stale, To that end, I solicited a proposal from Craig Rapp, LLC to facilitate this process, (The <br />proposal is attached.) <br />Mayor Keis and I met with Mr. Rapp in December to discuss this proposal and our needs. Based <br />on this discussion, we would recommend we retain Mr. Rapp for Sessions I and II. The optional <br />session dealing with Action Planning may or may not be necessary and the Council could make a <br />decision to include that component later in the process. In terms of the need for the session on <br />Governance/Team Effectiveness, I think the Council should discuss the need for this component. <br />In terms of involvement of personnel, I believe the Public Works Superintendent, the Parks & <br />Recreation Director, and the Finance Director should be involved at a minimum. The City Clerk, <br />given her short tenure, does not feel her involvement is necessary. The Code Enforcement Officer <br />has indicated interest in attending. One may also argue that a representative of the Fire Department <br />and Ramsey County Sheriff's Department should also be involved given their importance to city <br />operations. In the past we have also had more staff, representatives of the Planning and Parks & <br />Recreation Commission, and members of the public. Given the scope of this process, I'ni not sure <br />that is critical to this initiative. Ultimately, the Council will need to decide on who should be <br />involved. <br />If you decide to proceed with this proposal in some fashion, we need to select some dates. The <br />weekend option is very challenging for some staff. Weekdays are troublesome for elected officials <br />that have to deal with time away from employment. One option we could consider is holding the <br />first session (estimate at 4-5 hours) in the afternoon early evening and try to be done by no later <br />than 8:00. The follow up session could also be held late afternoon to minimize issues with other <br />employment. I will have the employees available dates ready for this meeting. <br />
