515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (651) 766-4048
WWW.ci.1 ittle-canad a. nm. us
MEMORANDUM
TO: Mayor Keis and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: January 8, 2015
RE: 2015 Fire Contract Renewal
MAYOR
John Keis
COUNCIL
Rick Montour
Michael McGraw
Tom Fischer
Christian Torkelson
ADMINISTRA'T'OR
Joel R. Hanson
Attached is the proposed contract with the Little Canada Fire Department for 2014. The Fire
Department has not formally approved this document as of this date but they have conducted a
preliminary review. I-Iere are the key changes to the document:
• Revised quarterly payments to approved 2015 budget ($335,854). Note: This payment does
not include the contingency amount reflected in their budget request which is how this had
been handled in previous years.
• Provides for quarterly payments on behalf of the relief association versus annual payments
in previous contracts. (This was requested in the discussions of the new funding plan.)
• Vehicle numbers were changed to reflect their current numbering system.
• Removed the provision related to the Duty Crew program being of a "trial nature".
In the Fire Department's review of this document, the again expressed concern that the contract
language in Provision #9 "requires" them to contribute 50% of their charitable gaming profits (less
the 10% city tax). While they agree their intent is to make that contribution, they did not feel this
should be part of the contract language. (It has been included in the contract document starting in
2013.) They would prefer the language give them the flexibility to not contribute if certain projects
arise that they could help fund with this money. At this point in time, we will leave the language as
is, but they would like to discuss it with us further in their annual review this spring to see if some
changes are possible.
Staff recommends approval of the contract as presented.
cc: LCFD
1
