Hanson <br />Presbyterian Homes recently inquired whether or not they could periodically bring in massage <br />therapists to provide massage therapy to their residents as part of a wellness program. The Code <br />requires that massage therapists working in the City be licensed by Little Canada with the <br />following exceptions: <br />"The practice of massage therapy is hereby declared to be distinct from the licensed <br />practice of medicine, osteopathy, chiropractic, physical therapy, podiatry, and <br />nursing, as well as the professions of athletic coaching and training. Persons <br />engaged in those professions are exempt from the provisions of this ordinance." <br />In reviewing the code, it appears that the massage therapy wellness program proposed by <br />Presbyterian Homes would technically not be exempt from a City licensing requirement. Given <br />the periodic nature of the Presbyterian Homes' proposal and the fact that the therapists would be <br />hired from licensed massage therapy businesses located in other cities, it is staff's position that <br />this exemption should extend to massage therapy wellness programs sponsored by senior <br />housing developments. <br />Therefore, staff recommends the following ordinance amendment: <br />"The practice of massage therapy is hereby declared to be distinct from the licensed <br />practice of medicine, osteopathy, chiropractic, physical therapy, podiatry, and <br />nursing, as well as wellness programs sponsored by the management of senior house <br />complexes and the professions of athletic coaching and training. Persons engaged in <br />those professions are exempt from the provisions of this ordinance." <br />
