In discussing this with the realtor, I indicated I could recommend to the City Council that we <br />enter in to a purchase agreement whereby we agreed to commission an appraisal of the property <br />and then the City would pay that price. The property owner did not agree to this concept. <br />Therefore, the problem we have in discussing a potential purchase is what value is supportable <br />from our standpoint? <br />One idea to resolve this issue would he to commission an appraisal, at our cost. With that <br />information, we could then enter in to negotiations for the site. Without an appraisal and given <br />the County's high EMV, we do not have any solid data to base our offer on if we are to be <br />accountable to the taxpayers. <br />To that end, I have obtained three quotations for appraisal services. They are as follows: <br />• Forsythe Appraisals - $395 <br />• Northland Appraisal - $400 <br />• LeMay Appraisal - $350 <br />I still am trying to have a more detailed discussion with LeMay appraisal to review their <br />approach to the appraisl. 1 will have a final recommendation available for Wednesday's meeting. <br />It should be noted that even with the appraisal, the property owner may not find our offer <br />acceptable.
