MINUTES <br />CITY COUNCIL <br />JANUARY 28, 2015 <br />Kcis asked the cost of a rate study. The Administrator estimated at least <br />$25,000. Montour asked how many wholesale customers SPRWS has. <br />The Administrator replied two — Little Canada and Roseville. Montour <br />asked if there would be a benefit to join forces with Roseville to negotiate <br />rates with SPRWS. The Administrator indicated that there would be no <br />benefit to Little Canada at this time as it pays a lower rate than Roseville. <br />The City Attorney recommended approval of the proposed contract <br />amendment with SPRWS as outlined by the City Administrator. He also <br />felt that there would be no reason why the Board of Water Commissioners <br />would refuse to allow Little Canada representatives to make a <br />presentation, and pointed out that the City is only asking for fair and <br />equitable treatment. He also noted that the rebate amount back to <br />1/1/2013 is approximately $128,000. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-1-19 — APPROVING AMENDMENT NO. 1 <br />TO CONTRACT FOR WATER SERVICES WITH THE BOARD OF <br />WATER COMMISSIONERS AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR AND CITY ATTORNEY, AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE <br />CONTRACT ON BEHALF OF THE CITY, AND STRONGLY <br />REQUESTING THAT A COMMITTEE OF THE MAYOR, COUNCIL <br />MEMBER, CITY ADMINISTRATOR, AND CITYATTORNEYBE <br />ALLOWED TO MAKE A PRESENTATION TO THE BOARD OF <br />WATER COMMISSIONERS TO DISCUSS THE FAIRNESS AND <br />EQUITY OF THIS CONTRACT SITUATION, AND AUTHORIZING <br />THE CITY ATTORNEY TO DISMISS THE CITY'S LAWSUIT <br />AGAINST SPRWS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PARKS & The City Clerk reported that given Jeff Heikke was appointed to the <br />RECREATION Planning Commission, there is a vacancy on the Parks & Recreation <br />COMMISSION Commission for the remainder of his term which is two years. This <br />vacancy was advertised, and the City received two applications, one from <br />Patti Sullivan and one from Jon Joriman. The Council voted by ballot, <br />and Patti Sullivan was appointed to fill the two year term on the Parks & <br />Recreation Commission. <br />6 <br />
