MINUTF,S <br />CITY COUNCII, <br />JANUARY 23, 2007 <br />The Administrator indicated that realignment of Viking Drive to <br />Minnesota Street in the location proposed is not ideal, but it is the best that <br />can be done given existing conditions. Some of the other issues that will <br />need to be addressed include the potential for more lanes on Minnesota <br />Avenue, the combination of the Arby's and Bally's driveways, traffic light <br />timing both at Minnesota Avenue and County Road B, and a new Rice <br />Street bridge, and a potential four-way stop at the intersection of Viking <br />Drive and Minnesota Avenue. <br />A property owner questioned the Viking Drive property owners having to <br />pay for the realignment of Viking Drive. The City Administrator noted <br />that the cost of the improvement of Viking Drive is being assessed like <br />any other residential street in the City. Residential property owners on <br />Viking will pay no more than any other residential property owner. The <br />bulk of the cost of the improvement of Viking Drive will come from a <br />combination of City funds, including a $400,000 grant, MSA Funds, and <br />potentially some County contribution. The Administrator indicated that <br />the City will bond for the cost of the improvement, and future MSA <br />dollars will be used to pay back the bond. <br />The property owner at 219 Viking Drive pointed out the assessment that <br />the four townhomes at the corner of Viking Drive and County Road B-2 <br />paid for the County Road B-2 improvement. He asked if Sleepy Hollow <br />was being assessed for the Viking Drive improvement. The City <br />Administrator replied that only the abutting properties are proposed to be <br />assessed. The City Engineer explained that these four townhomes were <br />assessed at the commercial rate for the County Road B-2 improvement, <br />and after reviewing the proposed assessment for Viking Drive, it was <br />apparent that some adjustment would be necessary. The City <br />Administrator indicated that additional review is needed relative Yo this <br />assessment as well as what needs to be done procedurally to address the <br />Colmty Road B-2 assessment. The City Engineer indicated that he will <br />recalculate the assessment for these townhomes and put together a <br />spreadsheet showing the math. A letter explaining these calculations will <br />be sent out to the impacted property owners. <br />The owner of 91 Viking Drive pointed out that he has a purchase <br />agreement with the City for his property. That agreement contains some <br />contingencies. The house at 9] Viking Drive is currently being rented, <br />and the owner asked the timing of the acquisition so that he can give his <br />renter a 60-day notice if possible. The City Adminish~ator reported that <br />the purchase agreement is contingent upon McDonald's signing their <br />agreements with the City. The Administrator estimated that approval of <br />the McDonald's agreements could occur at the February 14`x' Council <br />meeting. Blesener asked when construction would begin on Viking Drive <br />
