.Lt.{TING g. -ASSOCIATES Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: February 11, 2015 RE: Pioneer Park Grading & Muck Removal Project Bid Summary & Recommendation for Award The project consists of the excavation of material from the Pioneer Park pond area south of the pedestrian bridge and grading of a drainage swale along the south side of the ball fields to improve drainage in the Park. Staff originally coordinated with the Watershed District to include this work in their 2015 Capital Improvement plans to capitalize on bidding with a larger project of similar scope. The overall project low bidder's cost for the Pioneer Park work was approximately $171,500.00. Based on the cost and a review of the bid tabulation, staff felt that a lower cost could be realized if the project were rebid independently and the work was removed from the Watershed contract prior to award. The Pioneer Park work was rebid as directed by City Council and bids were received at 10:00 a.m. on Wednesday, February 11, 2015 in accordance with the Advertisement for Bids. Nine (9) bids were received from the following companies listed below from lowest to highest total bid: Corporation Total Bid Minnesota Dirt Works $ 95,622.50 Rachel Contracting $ 98,498.00 North Pine Aggregate, Inc. $ 107,750.00 Fitzgerald Excavating $ 114,937.50 Sunram Construction $ 123,258.50 Frattalone Companies $ 126,224.75 New Look Contracting $ 132,346.50 Landwehr Construction, Inc. $ 144,382.50 Dresel Contracting, Inc. $ 174,471.30 Based on the bids received, Minnesota Dirt Works is the low bidder. The low bid received appears to be competitive and the bids have been reviewed for errors and/or omissions. Minnesota Dirt Works has never completed work for Little Canada, however we have checked with other City references and they are a responsive and responsible bidder based on the feedback received. The City budget included $190,000.00 for the muck removal and grading work in Pioneer Park so sufficient funds are available to complete the work. The major excavation work should be completed while the ground is frozen to minimize disturbance in the Park outside the excavation area. Therefore we would recommend the City Council authorize award of the project to Minnesota Dirt Works at the February 11, 2015 meeting so work can be as soon as contracts are executed and insurances are obtained.
