Stat. § 10A.04, subd. <br />6. <br />• Is appointed to a public position in which the person has authority to <br />make, to recommend, or to vote on as a member of the governing <br />body, major decisions regarding the expenditure or investment of <br />public money. <br />2. Metropolitan government units <br />The Act applies to local officials in "metropolitan government units," <br />which includes cities with populations over 50,000 in the seven -county <br />metro area. <br />3. Advocates <br />The Act contains broad reporting requirements for individuals and <br />associations who try to influence the decision-making process. <br />a. Lobbyists <br />A "lobbyist" is an individual who: <br />• Is paid more than $3,000 from all sources in any year attempting to <br />influence legislative or administrative action, or the official action of a <br />metropolitan governmental unit by communicating (or urging others to <br />communicate) with public officials or local officials. <br />• Spends more than $250 (not including travel expenses or membership <br />dues) in any year attempting to influence legislative or administrative <br />action, or the official actions of a metropolitan government unit by <br />communicating (or urging others to communicate) with public officials <br />or local officials. <br />Lobbyists must register with and report their expenditures to the Board by <br />January 15 and June 15 each year. These reports must include gifts and <br />items valued at $5 or more given to local officials, state lawmakers, or <br />other public office holders. <br />b. Principals <br />A "principal" is an individual or association that spends more than $500 in <br />any calendar year for a lobbyist or $50,000 or more in a calendar year to <br />influence legislative action, administrative action, or the official action of <br />metropolitan governmental units.
