Hanson <br />Patrick Kelly <br />Joseph Kelly <br />Kevin Beck <br />Martin Norder <br />Kathy Glanzer <br />Representatives of Kelly & Lemmons, the City Attorney, appeared <br />before the Council to present information relative to prosecution activities <br />as well as other legal issues related to administrative enforcement, open <br />meeting law, and conflict of interest. <br />Joe Kelly presented the Council with a list of cases that were resolved in <br />2014. Kelly spoke to their firm's philosophy related to domestic -related <br />offenses, noting that they have taken more of these cases to jury trials than <br />any of the other suburban Ramsey County cities. If the cases cannot be <br />resolved, they go to trial. The City Attorney works with the Ramsey <br />County Sheriff's Department on evidence -based prosecution. Kelly <br />indicated that their charging decisions are made based on trying to remedy <br />a problem and getting people the help they need. <br />Montour asked about offenses that occur on 35E. Kelly pointed out that <br />any offenses occurring on a County road in the City would be handled by <br />Little Canada's City Attorney. Offenses on 35E running through Little <br />Canada, would be Little Canada. On the freeway or on streets there Little <br />Canada abuts another city, the city it is charged against would depend on <br />the charging officer.
