Hanson <br />Attached are application materials submitted by John Sonnack, Partner, JJ's I-Iospitality LLC, <br />requesting the above liquor licenses. Mr. Sonnack and his partners are leasing space in the <br />Market Place Shopping Center in order to operate an event and meeting center. JJ's Hospitality <br />would like to provide their own food and liquor service at the event center. Past event center <br />operations in this same location had a business model wherein the operators of the event center <br />partnered with caterers that held liquor licenses contracting for food and liquor service. <br />It should be noted that all on -sale liquor licenses provided for by the City Code are currently <br />taken. However, the City does have additional on -sale licenses provided by State Statute. <br />Therefore, the Council can amend the Code to add another on -sale license. <br />The City currently has two on -sale liquor license categories in the Code (see attached). These <br />are as follows: <br />On -Sale Restaurant Intoxicating Liquor License — one license available by City Code, <br />but an unlimited number available by State Statute. Porterhouse has the one available <br />license. By ordinance definition, this liquor license category permits the sale and <br />consumption of intoxicating liquor in conjunction with the sale and consumption of food. <br />The Code also lays out minimum investment standards that must be met. Mr. Sonnack <br />has indicated a $250,000 investment in the build -out. He also reported that they will be <br />leasing 10,280 square feet with the total building having 108,053 square feet, or 9.5% of <br />the building. I have attached a copy of Ramsey County's 2015 Estimated Market Value <br />for the shopping center which indicates a $6 million EMV. 9.5% of the EMV would be <br />1 <br />
