Hanson <br />TO: Mayor Keis & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: March 6, 2015 <br />RE: Revisions to North Suburban Communication Commission Joint Powers Agreement <br />Attached is a letter from Coralie Wilson, Executive Director of the North Suburban Cable <br />Commission (NSCC) dealing with proposed changes to the joint powers agreement that governs <br />NSCC. Many of these changes resulted from the meetings last summer undertaken by the <br />Mayors and City Managers to deal with concerns involving the franchise renewal process and an <br />attempt to keep Shoreview a member of the Commission (this did not occur). Other proposed <br />changes were more housekeeping in nature to address changes in NSCC's operation over the <br />years. (Staff has attached the redlined version so you can readily discern the changes made.) <br />The major changes to this agreement are as follows: <br />• Redefined purpose given changes in federal regulations. <br />• NSCC now stands for North Suburban Communication Commission versus "Cable <br />Commission". <br />• The City of Shoreview was deleted given they withdrew at the end of 2014. <br />• Clarified voting (this section applied to new members) that said 2/3's of the votes were <br />needed and five members individual member voting in the affirmative. (This ensures that <br />some of the larger cities can't control the vote on their own.) <br />• JPA changes require all members to approve before enactment. <br />• Moved the final budget adoption date to December 15th from November 1st. <br />• Changed notification requirements for a member wishing to withdraw from the <br />Commission from October 15o'to July 181 to allow more time for planning for related <br />budget/operation revisions. <br />Also enclosed are new operating by-laws. The main point here is the designation of a City <br />Manager Committee to advise the commission on operating issues. This group is the direct <br />result of last summer's meetings. The intention of this committee is to provide greater <br />information to each city at the staff level to broaden each community's understanding of the <br />1 <br />
