MINUTES <br />CITY COUNCIL <br />MARCH 25, 2015 <br />have a deputy present at these meetings, with that decision re-evaluated at <br />some time in the future. <br />There was discussion relative to the safety of the front office staff, with <br />the Clerk indicating that at times when there has been a belligerent <br />individual at the front counter, staff members made their presence known <br />so that the individual was aware that there is more than the front office <br />person in the building. Again, the City Administrator indicated that he <br />will obtain costs for installation of a panic alarm. Sheridan recommended <br />that if such alarms are installed, that they be tested periodically. He <br />indicated that the City of Shoreview has a panic alarm installed at their <br />Council table. <br />The City Administrator reported that the contracting cities group and the <br />Sheriff's Department has been discussing putting on a couple of sessions <br />to educate Council Members and staff as to how to deal with an active <br />shooter situation as well as belligerent individuals. <br />Torkelson asked if it were possible for Council Members to participate in <br />some of the training that law enforcement goes through. Sheridan <br />indicated that that training is intensive and continuous. Montour pointed <br />out that the Sheriff's Department has a citizen's academy that individuals <br />can participate in. <br />With regard to an escape route in the Council Chambers, it was noted that <br />there is a door that leads to both the history center and the outside. The <br />Council suggested that the City Administrator obtain a price for <br />installation of a wall that would extend from the end of the Council table <br />to in front of that door. <br />Again, the consensus was to have a deputy present at both Council and <br />Planning Commission meetings, with this decision to be re-evaluated at a <br />later date. <br />Montour asked about the cost of the Sheriff's Department providing <br />security at rental hall events such as weddings, etc. versus the cost of <br />private security. Sheridan indicated that Sheriff Bostrom prefers that the <br />Sheriff's Department not provide this security, but it does happen on <br />occasion. There is an approval process required by the Sheriff for <br />processing these off-duty assignments. Sheridan estimated that the cost of <br />private security was less expensive. <br />3 <br />
