MINUTES <br />CITY COUNCIL <br />MARCH 25, 2015 <br />way. McGraw stated that the Council at the time made that decision, and <br />he saw nothing wrong with it. McGraw stated that he saw no reason to <br />make any changes to the unimproved right-of-way. <br />Keis noted that if the Council initiates the vacation, it will take a 4/5ths <br />vote for vacation. He was not sure that there were adequate Council votes <br />in support of the vacation. <br />Torkelson suggested that the City assume more responsibility for the right- <br />of-way and lay gravel for the road, maintain it, and allow anyone who <br />wants to use it to do so. Montour noted that the driveway only goes to the <br />Anderson house. Torkelson indicated that the back of two other properties <br />could be accessed via this right-of-way. Roberto indicated that that would <br />realize the purpose of the right-of-way. However, he felt that gravel <br />would generate a lot of dust, and indicated that if the City is going to keep <br />the right-of-way, the road should be improved. Keis pointed out that <br />abutting property owners would be assessed for the improvement. <br />Roberto stated that he would agree to his share of an assessment if the use <br />is then for the public. If the road is not improved, Roberto felt the right- <br />of-way should be vacated. <br />Montour asked if Roberto has discussed the vacation request with the <br />owners of 2552 Savage Lane. Roberto replied that he had not. <br />The City Administrator suggested that perhaps a neighborhood meeting <br />should be called wherein various options can be discussed with the owners <br />of all the impacted properties. <br />Torkelson indicated that he would support the gravel improvement. <br />Montour pointed out that anyone building a new house today is not <br />allowed to have a gravel driveway. <br />The Council discussed the neighborhood meeting suggestion, and given <br />the interests by the Council in attending, the consensus was to call a <br />workshop meeting with mailed notices to all impacted property owners. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-3-59 — CALLING A WORKSHOP MEETING <br />FOR WEDNESDAY, APRIL 22, 2015, AT 6:00 P.M. TO DISCUSS <br />UNIMPROVED ROSE LANE <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />11 <br />
