4Hearth <br />Development <br />6750 Stillwater Blvd. Suite 200 <br />Stillwater, MN 55082 <br />March 24, 2015 <br />We are proposing a 120 unit Independent, Assisted living and Memory care senior housing <br />project. We have significant experience in developing these types of projects in the Twin <br />Cities and take great pride in the finished quality of our sites, the ongoing operations and <br />our continued community involvement with these projects. <br />We were drawn to this particular site due to its location and visibility. This is a high traffic <br />area into the City's Northwestern district. With direct access off of Highway 694 and Rice <br />Street and its vistas of the Lake, this is truly a crown jewel for the community. Our project <br />would serve as a grand entrance on one of Little Canada's major arteries. <br />As a local developer, we were voted as a top 10 senior housing developer in the Twin Cities. <br />It is important to us that we build sustainable projects that improve the area and <br />community that we build in. Our projects are designed to take advantage of the sites <br />features and enhance the surrounding uses. We build our projects using best construction <br />practices while keeping an eye on the quality of construction, not only the finishes but the <br />way in which we build the underlying structure. Brick and Stone along with Cement board <br />siding, SIP (structurally Insulated Panels) wall construction, in Floor Radiant Heat and <br />custom flooring are just a few examples of our commitment to quality <br />Traffic generated by these types of projects is of low impact to the surrounding areas; these <br />projects do not have a high proportion of drivers. We commissioned an independent study <br />to determine the traffic impact of these types of projects. This study determined the <br />following; there are .13 trips per unit generated on an average weekday morning during <br />peak hour and .25 trips per unit generated on an average weekday evening during peak <br />hour and an average of 1.8 trips per unit per weekend day. These numbers represent a <br />fraction of the traffic generated from a commercial property, thus minimizing the traffic <br />impact on the neighborhood. <br />With the sites close proximity to the protected watersheds, it is important to limit the <br />overall impact on the lakes to the East. To accomplish this, we will maintain current water <br />runoff levels by placing underground cisterns on site, this will allow us to mitigate erosion <br />and maintain water quality for the surrounding areas. <br />We are excited about this project and its many benefits to the City.
