The proposed senior housing project would appear to meet the intent of the City's PUD <br />ordinance and comprehensive plan expectations. However, there are a number of <br />details that are necessary to finalize the City's review, not the least of which is a more <br />detailed site grading plan that demonstrates how the building will fit on the steeply - <br />sloped parcel. <br />Planning staff recommends approval of the project as a "Development Stage" PUD, with <br />the following additional submissions and details to be provided for Final Stage PUD: <br />1. Compliance with the terms and requirements of the City Engineer's report and <br />recommendations. <br />2. Provision of additional detail on grading and building impacts. <br />3. Provision of landscaping details that demonstrate a high level of design, and fulfill <br />(at minimum) the planting requirements for tree replacement as specified in the <br />ordinance. <br />4. Provision of a lighting plan. <br />5. Provision of a signage plan. <br />6. Provision of a concept site plan showing how the Outlot A might be developed. <br />7. Provision of a trail easement and other park considerations along Black Tern <br />pond consistent with Park Commission comment and recommendations. <br />8. Vacation of street easements from the original underlying plat. <br />9. Provision of additional detail related to the underground parking (and overall <br />parking supply). <br />10. Provision of additional detail related to other portions of the building that may be <br />exposed (if any) due to impacts of the steep slopes. <br />11.Other recommendations of staff and city officials. <br />With these materials in place, the applicants would be able to present a final PUD and <br />final plat application for an upcoming meeting. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Lee Elfering <br />
