MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 2015 <br />Keith Flanagan, Fleur Royale resident, reported that a privacy fence will <br />not help the 2" and 3'd floor units. He indicated that drainage from the <br />Gordies property has become an eyesore. Flanagan stated that he believes <br />that Gordies habitually does not follow the terms of their CUP, and he was <br />concerned with expanding outdoor recreation from 2 nights per week to <br />six nights. Flanagan also pointed out that lights are to be off at 10 p.m. <br />and he typically calls Gordies to remind them of the time. He also <br />indicated that the boot hockey area is usually flooded at 10:30 p.m. <br />Flanagan indicated that people come to Gordies outdoor recreation area <br />with coolers of alcoholic beverages in their trunks. <br />Duray reported that the parking lot is one of the toughest areas for a bar <br />owner to control. Flanagan reported that there have been motorcycles in <br />the Gordies parking lot at 2 a.m. The lot has been plowed at 3 a.m., but <br />Gordies changed this time to 6 a.m. after he complained. <br />During felt that parking lot noise was a separate issue and required <br />policing. Flanagan asked if there were problems at other bars in the City. <br />Duray reported that there were, and again indicated that it is a policing <br />issue for the bar owners. Flanagan pointed out that the parking lot is about <br />10 feet from his bedroom. He again noted Gordies habit of violating their <br />CUP. <br />Ledin reported that these are quality of life concerns that should be <br />addressed to the City Council. He noted that the Planning Commission is <br />here to make a recommendation on the CUP request. <br />Davis again commented on the noise from Gordies and the patrons <br />behavior in the parking lot. This noise problem is typically at 1 a.m. to 2 <br />a.m. <br />Cossack indicated that many of the issues raised by the neighbors do not <br />apply to the CUP. She also indicated that she never receives any <br />complaint calls after 10 p.m. and indicated that most nights the recreation <br />activities are over by 8:30 p.m. or 9:00 p.m. <br />I-Ieikke asked if people using the recreation area come into the bar and <br />stay until closing. Cossack indicated that some do and will go out on the <br />Gordies deck and sit. <br />Duray asked who the Gordies customers are. Cossack estimated about <br />one-quarter are from Little Canada with the rest from the surrounding <br />communities. Cossack noted the comment about the erosion on the <br />problem, and pointed out that they had a dirt driveway to the back until <br />last year when they put in a paved drive.
