Site Design/Access
There are conflicting site plans in the packet with one plan showing two access points on Rice
Street and the other plan showing one access point on Rice Street. While this is a County Road,
the Staff would like to see the number of access points minimized to the extent possible as
vehicle movements onto Rice Street can be difficult due to the traffic volume.
While the trip generation from this development will be low, Ramsey County should review the
proposed impacts on the existing signal system (specifically the signal timing) at North Owasso
Boulevard and adjust if needed. We would encourage Little Canada and the developer to review
the project with Ramsey County to ensure the development is consistent with the traffic/access
management plan for the corridor including planned future roadway improvements.
I hope these comments are helpful as the City of Little Canada reviews the proposed
development application.
