Site Design/Access <br />There are conflicting site plans in the packet with one plan showing two access points on Rice <br />Street and the other plan showing one access point on Rice Street. While this is a County Road, <br />the Staff would like to see the number of access points minimized to the extent possible as <br />vehicle movements onto Rice Street can be difficult due to the traffic volume. <br />While the trip generation from this development will be low, Ramsey County should review the <br />proposed impacts on the existing signal system (specifically the signal timing) at North Owasso <br />Boulevard and adjust if needed. We would encourage Little Canada and the developer to review <br />the project with Ramsey County to ensure the development is consistent with the traffic/access <br />management plan for the corridor including planned future roadway improvements. <br />I hope these comments are helpful as the City of Little Canada reviews the proposed <br />development application.
