Hanson <br />MEMORANDUM <br />TO: Mayor Keis & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: May 7, 2015 <br />RE: Changes to the Sanitary Sewer Ordinance <br />The Minnesota Pollution Control Agency revised its standards for Individual Sewage <br />Treatment Systems (ISTS) and part of the process is getting all of the governing <br />authorities in the state to update their ordinances to comply with the new standards. In <br />most cases cities can cede the regulation and enforcement to the county in which the city <br />resides however Ramsey County is exempt from having to do this with cities in its <br />county, Therefore Little Canada must update its ISTS ordinance to comply with the new <br />MPCA regulations. There are seventeen remaining ISTSs in the City — 12 residential and <br />5 commercial, Two of the commercial sites are currently owned by the City and are no <br />longer in use. <br />The new ISTS ordinance was assembled using guidance from the MPCA. They have <br />sample ordinances along with certain language requirements that staff followed to arrive <br />at the revised ordinance. There are no major changes from the old to the new ordinances. <br />The format has changed so the entire ISTS section has been stricken and the revised ISTS <br />section has been added at the end. The new ordinance should not create much additional <br />work considering there are so few ISTSs remaining in the City. <br />Since the ISTS ordinance is located within the City's Sanitary Sewer Ordinance staff <br />decided to clean up the rest of the ordinance as well. There were no major changes but <br />rather some title clarifications and some additional requirements regarding insulating <br />shallow services, installing tracer wire, and the installation of cleanouts on long service <br />runs. <br />Staff recommends adopting the revised Sanitary Sewer Ordinance as presented. - <br />
